Summary

2023 book-review-contest finalist on Wellock's 'Safe Enough?' (an NRC history of nuclear accident risk). Uses the book as a springboard for an original thesis: Probabilistic Risk Assessment demonstrably made nuclear power safer (event rate fell ~4x post-TMI/Chernobyl) yet fundamentally CANNOT answer 'safe enough?', because nuclear accidents are 'dragon kings' — linked cascades with power-law tails where the outlier (a $10T escaped-Fukushima) dominates the whole distribution and can't be averaged away. The flaming-cat-in-a-furniture-store metaphor makes the many-paths-to-failure logic vivid; the Davis-Besse / Browns Ferry / Fukushima narratives carry it.
